Sited along the River Rhine, this project proposes a new parliamentary landscape which represents entities that use and affect the river’s floodplains and waters. The project speculates on giving the floodplains back to the River in order to enact its flood regime.
The design strategy considers the International Commission for the Protection of the Rhine (ICPR) as the Rhine River’s agents and primary stakeholders in the process of reclaiming the floodplains. The proposal aims to bring the different stakeholders to the site to discuss and enact the Rhine River management policies – the new landscape ensures an integrated relationship between humans and the river.
The ICPR is the International Commission for the Protection of the Rhine. The project speculates on the ICPR being the river’s agents and how they can engage with protecting the Rhine and guaranteeing its health.
The design consists of observatories and a seasonally flooded communal garden that can be used to grow flood-tolerant plant species which thrive in marsh landscapes. This space can be used to experiment with new methods of floodplain planting.
The industrial zone is designed to represent the prominent industries on the Rhine’s floodplains, such as the industrial giant BASF and the multiple gravel quarries scattered on the riverscape.
The general meeting area is where stakeholders and represented entities discuss the issues raised in the large-scale Rhine and in the parliamentary landscape itself.
